The attack on the port of Taman in the Krasnodar region wounded two people and damaged an oil storage tank, warehouse, and terminals, according to regional Governor Veniamin Kondratyev. Meanwhile, debris from Russian drones caused disruptions in Ukraine's Odesa region, affecting power and water supply.
These long-range drone strikes on Russian energy sites are part of Ukraine's strategy to disrupt Moscow's oil export revenue, essential for sustaining its full-scale invasion. Russia, in turn, seeks to cripple the Ukrainian power grid, aiming to deny civilians access to heat, light, and running water in what Kyiv officials describe as an attempt to "weaponize winter."
The attacks preceded a round of U.S.-brokered talks between Russian and Ukrainian envoys in Geneva, just before the fourth anniversary of Russia's full-scale invasion of Ukraine on February 22. Ukrainian President Volodymyr Zelenskyy expressed concerns at the Munich Security Conference about future security guarantees for Ukraine, questioning the feasibility of a free trade zone in the Donbas region, which Russia insists Kyiv must cede for peace.
Zelenskyy's concerns were echoed by Sen. Jeanne Shaheen, who emphasized the need for real security guarantees in any peace agreement. European Union foreign policy chief Kaja Kallas noted that Russia is hoping to secure diplomatic victories where it has failed on the battlefield, relying on the U.S. to make concessions. However, Kallas also stated that key Russian demands, such as the lifting of sanctions and unfreezing of assets, are decisions for Europe.
Previous U.S.-led efforts to end the war, including talks in Abu Dhabi, have struggled to resolve issues like the future of Ukraine's Donbas industrial heartland, which is largely occupied by Russian forces.
